Learning & Development Specialist
Tacoma Public Library is searching for a training and development professional with demonstrated success in organizational learning, equity, and employee development program delivery to organize, coordinate and direct the Library's onboarding, learning and professional development programs to provide, support and guide core skills, professional development, and leadership abilities of Tacoma Public Library staff. This position is a visible, influential leader and subject matter expert who fosters a culture of learning centered on racial equity and inclusion.
As the Learning & Development Specialist, you will:
- Lead comprehensive, library-wide learning programs at all levels: from employee onboarding through the employment lifecycle including employee development, management and leadership development, customer service, workplace safety, library circulation services & work culture.
- Regularly conduct thorough and relevant needs analysis to determine skill development opportunities to support the Library's strategic goals.
- Design innovative learning solutions with a commitment to accessibility, diversity, inclusion, and racial equity within the organization and throughout service delivery; facilitate and/or deliver training and workshops as appropriate; incorporate dynamic learning approaches that are effective and engaging to learners; apply adult learning principles; and follow-up with reinforcement activities.
- Scope, plan and build tools and supporting materials that enable employees to have quality development conversations with their managers. This includes building capability at all levels for participating in and adding value in these conversations.
- Leverage existing data and collaborate with subject matter experts within the Library to scope, plan, and build career roadmaps, behavioral taxonomies and tools such as career leveling guidelines and competency frameworks.
- Evaluate employee performance and learning metrics with stakeholders to measure the impact of learning and development initiatives.
- Administer the Learning Management System, Niche Academy. Master change management tools and change leadership principles; build and execute project and communication plans for implementing tools or processes to support employee development.
- Use data to analyze the effectiveness of efforts; continuously improve plans and tools as necessary to achieve higher awareness of, and excitement for development/growth opportunities.
- Act as an internal consultant for complex organizational issues, requiring a high level of technical skills in consulting, coaching, and facilitation.
- Serve as the project lead to plan, coordinate, and facilitate in-service days.
- Facilitate difficult conversations.
- Manage the training and development budget.
- Identify and promote internal, external, and Citywide training opportunities, conferences, and certifications.
- Manage external relationships and contracts with vendors for training materials and services.
Requirements:
- Four years demonstrated success in learning and development program delivery and project management
Desired Qualifications:
- BA/BS or MA/MBA in instructional design, organizational development, learning & development or related field
- Proven ability to build and successfully manage a comprehensive learning and development program may substitute for degree
- Public library experience
