Health Policy and Budget Analyst
The New York City Independent Budget Office (IBO), a nonpartisan city agency, is seeking a budget and policy analyst to cover the agency's health policy portfolio. The analyst will be responsible for examining the programs and funding of the city's Department of Health and Mental Hygiene, NYC Health and Hospitals, Medicaid, as well as broader health policy and health care finance issues. The analyst will conduct nonpartisan, self-directed research for reports and publications, including policy briefs, budget reports, infographics, and testimony for City Council hearings. A commitment to impartial, rigorous analysis of public policy questions is essential.
Other Information:
New York City residency must be established within 90 days of appointment and is required for the first two years of city service, after which employees may reside in Nassau, Orange, Putnam, Rockland, Suffolk, or Westchester Counties. You must be legally eligible to work in the United States.

Candidates should be analytic, demonstrate skills in quantitative research and rigorous policy analysis, and have the ability to write about complicated research and policy issues using plain language for a wide range of audiences. Experience with complicated datasets, and the ability to conduct high-quality and rigorous quantitative analyses is preferred.
Candidates should be comfortable interacting with public officials, agency staffs and advocacy organizations. Ability to work independently, juggle multiple assignments, and meet deadlines is critical. Knowledge of the city's capital and expense budgets or previous experience researching and analyzing municipal budgets and services a plus.
A graduate degree in public administration, public health, economics, or a related field, along with two to five years of experience is preferred; equivalent work experience may substitute.
