Job Description
Summary
Responsible for leading efforts for economic development in Hampshire County. Oversees programs through all stages, including initial planning, project development, funding procurement, implementation and analysis upon completion. Collaborates with internal and external partners and stakeholders to foster and improve the county's economic base at local, regional and federal level. Recruits, retains and develops businesses into sustainable economic opportunities. Promotes Hampshire County as a prime economic development destination. Prepares and presents reports to stakeholders on economic development programs, projects, activities with recommendations.
Responsibilities and Duties
- Directing economic development through promoting business growth, retention and attraction to secure a strong and sustainable economic base
- Develop, coordinate and implement measurable economic strategies – short term & long term
- Create market materials and plans to market prospective businesses and investors
- Identify partners and stakeholders to accomplish strategic plan
- Perform market research, data with analysis for functional application
- Actively promote sale and development of HCDA controlled properties in the Romney Business Park and Capon Bridge Technology Park
- Preparation, presentation and education to board, partners and stakeholders including supervisors, boards, commissions, civic groups, businesses, individuals and the general public on economic development issues, programs, services and plans.
- Maintain current level of understanding of inventory of existing buildings, and property site for development within the county including private sector.
- Oversee updates and accuracy of the HCDA website
- Serve as liaison between internal department, external organizations and individual businesses
- Develop and maintain productive relationships with business leaders, organizations, developers
- Seek, understand and coordinate all resources to facilitate economic development; local, regional and federal.
- Monitor legislations and regulations relating to economic development
- Prepare grant proposals, applications, contracts and documents as required
- Attend professional development workshops and conferences to keep current. Represent the HCDA in capacity as required by attending conferences, trade shows, training for continual growth.
- Prepare information and reports for update and education of HCDA board members.
- Assist with recruitment and expansion of business opportunities
- Understand and functionally incorporate zoning/planning for economic development across multi-jurisdictional agencies in benefit to the HCDA mission and objectives
- Serve on boards and committees as mandated or recommended by HCDA Board of Directors.
- Supervise direct staff and HCDA operations
- This position is responsible to and reports to the HCDA Board of Directors
Qualifications:
Training: Bachelor's Degree from an accredited college or university, preferably with a major in business or related field; including: Economics, Political Science, Marketing, Planning, or Finance
Experience: 3 or more years’ experience in economic development at a community, local, regional, or state level
